Why there is no single universal figure

The WhatsApp Business Platform is not the same as the free WhatsApp Business app. The platform allows integrations and programmatic operation, but its charges depend on rules published by Meta that can change. The recipient’s country, the type of message and the moment in the conversation can affect the calculation.

Services from a Business Solution Provider, hosting, automation and an AI model can be added on top. Some providers bundle everything into one monthly fee; others separate usage. Neither format is necessarily wrong, but the quote should show which part is Meta’s and which part the intermediary adds.

What Meta says today (checked on October 26, 2026)

Meta charges per delivered message, based on the message category and the recipient’s country; it does not charge for messages a user sends to the business. This per-message scheme replaced conversation-based pricing on July 1, 2025. The categories are marketing, utility and authentication (template messages), plus service, which are replies inside the 24-hour window that opens when the customer writes.

There is a recent change: from October 1, 2026, service messages stop being free after the first 1,000 per business number per month (that allowance does not roll over), and utility messages sent inside an open window are also charged. Meta stated that, without a payment method on file, delivery of service messages may stop.

Meta only changes prices on January 1, April 1, July 1 or October 1. For Mexico, billing in Mexican pesos has been available since January 1, 2026, and the marketing rate was lowered on October 1, 2025 and raised on October 1, 2026. The exact per-message amounts are in the official rate card in MXN, not in this guide, so as not to repeat a figure that can change.

How to estimate without faking precision

Take a real period and count unique contacts, where conversations began, messages outside the window and templates by category. Separate tests, your own team and customers. Then apply the current official rules and rates, add the provider’s margin or fee and build a range with a normal and a high scenario.

Document the date of the estimate. If a provider promises a flat rate, ask which volume it includes, what happens when you exceed it and whether Meta’s rates are passed through. The goal is not to predict every cent but to stop an entry price or a temporary promotion from looking like the permanent cost.

Accounts and control

The Business Portfolio, the WhatsApp account and the number should stay under the business’s control, with separate access for the implementer. That makes it easier to change provider and reduces dependence. Turn on strong authentication and keep recovery on company channels.

Do not use a personal number as a permanent shortcut for a customer operation. Define what happens if the agent disconnects: the conversation should be able to reach a person or set a clear expectation. The most important cost of a bad setup is not Meta’s rate but losing continuity on the channel.
